New York wastewater operator practice test
New York's wastewater operator exam is the ABC standardized exam — the Department of Environmental Conservation states it outright: "New York State uses an Association of Boards of Certification (ABC) Exam," delivered by PSI, with a passing grade of 70 or higher. Grade 1 is the entry grade that matches TradeQBank's wastewater Class I bank. This page covers wastewater only: New York drinking water uses the Health Department's own validated examination, which our water banks do not match. New York operator certification at a glance
- Agency: New York State Department of Environmental Conservation (NYSDEC), under 6 NYCRR Part 650; applications are processed by NYWEA.
- Exam: in DEC's words, "New York State uses an Association of Boards of Certification (ABC) Exam" — computer-based, 100–110 multiple-choice questions, passing grade of 70 or higher, delivered by PSI.
- Entry grade: Grade 1 (grades run 1–4; the "A" suffix — 1A, 2A and so on — is the activated-sludge designation, not a separate ladder).
- Reciprocity: DEC also certifies without an exam through the WPI/ABC Exam Reciprocity Register, further confirmation that New York's wastewater exam is the standardized one.

This page covers wastewater treatment only. New York drinking water certification — treatment and distribution — is run by the Department of Health under 10 NYCRR Subpart 5-4 using the Department's own validated examination, with grades (IA down to D) that run in the opposite direction from the national convention. TradeQBank's water treatment and distribution banks are built to the WPI blueprints and are not a match for the New York drinking water exam, so we don't sell them as one.

State facts checked October 26, 2026 against NYSDEC's wastewater operator certification page (dec.ny.gov), 6 NYCRR Part 650, and 10 NYCRR Subpart 5-4 for the drinking water examination. If your state isn't listed, the banks still rehearse the national WPI Class I blueprints — but check your board's exam provider before relying on that.
FAQ
Common questions
Does New York use the ABC standardized wastewater exam?
Yes. NYSDEC's operator certification page states: "New York State uses an Association of Boards of Certification (ABC) Exam. The ABC exam is a computer-based exam which consists of 100–110 multiple choice questions. A passing score is a grade of 70 or higher." The exam is delivered by PSI.
What grade does a new New York wastewater operator start at?
Grade 1. Grades run 1 through 4, and the letter suffix (1A, 2A, 3A, 4A) marks the activated-sludge designation required for operators of activated-sludge plants. Grade 1 corresponds to the WPI Class I blueprint our wastewater bank is built to.
Does TradeQBank cover the New York drinking water exams?
No — honestly. New York's drinking water treatment and distribution exams are the Department of Health's own validated examinations under 10 NYCRR 5-4.5, not the WPI standardized exams, so our water treatment and distribution banks would not match them.
Is TradeQBank part of NYSDEC or WPI?
No. TradeQBank is independent practice material built to the same published Need-to-Know blueprints. Certification decisions are made only by New York State.
